Proposal Writer

The Hatcher Group seeks a super-sharp proposal writer and coordinator to support our business development efforts. The candidate will develop and submit proposals and respond to our partner agencies’ data calls for federal, nonprofit, and commercial clients. We need a smart, organized, obsessively conscientious team player with at least three years’ experience in responding to federal or commercial RFPs, preferably on behalf of a professional services firm. Working closely with Hatcher’s Proposal and Capture Manager and subject matter experts, the candidate will produce and manage the submission of capability statements, proposal content, case studies, resumes, pricing/staffing charts, and past performance summaries that align with pitch presentations and response strategies.

In addition to supporting the development of well-written and beautifully designed proposals, the ideal candidate will play a critical role in many different internal and external facing projects. This includes building a library of our core capability write-ups, brainstorming ways to organize and improve our lead generation process for business development leads, maintaining the integrity of our proposal development process, facilitating lessons learned sessions and after-action reports, and being readily available to support quick turnaround memos and ad hoc content requests.

The successful candidate will join a fun and hard-working team and work closely with Hatcher leadership across our five sectors, including Education, Environment, Equity & Opportunity, Public health, and Government. Essential Duties and Responsibilities:

  • Schedule, track, and manage proposal meetings and deliverables.
  • Coordinate pitch meetings and participate in proposal development process steps from a go/no-go decision through outlining, writing, and gathering content, and submission.
  • Assist in vetting opportunities, evaluating solicitation requirements, and providing competitive research.
  • Generate, track, review, and follow-up on data calls for internal and subcontractor teammates.
  • Support positive teambuilding and assist in business development activities and capture management.
  • Identify and communicate resource needs for proposals and capability statements.
  • Maintain the accuracy of information across our proposal tracking tools through Salesforce, Monday.com, and Box.
  • Identify, gather, and tailor existing copy or write new copy to respond to the requirements of prospective partner agencies, memos, RFIs, and RFPs.
  • Routinely update and maintain our proposal library matrix.
  • Collaborate with our design team to create proposal graphics, covers, charts, tables, and process diagrams.
  • Attend pre-proposal conferences, capture and track all client responses, and share feedback with proposal teams. 
  • Support the development of win themes and differentiators during brainstorming sessions.
  • Support lessons learned processes and after-action reports by interviewing team members on successful or unsuccessful strategies and make recommendations for improvement.
  • Update and track proposal language, case studies, resumes, and past performance.
  • Support the coordination and completion of required certifications, forms, and other corporate documents.
  • Review final proposals to ensure that all terms and conditions are met.
  • Produce, package, and deliver proposals by email, overnight mail, or hand.

Qualifications and Skills:

  • Bachelor’s degree with 3 to 5 years of related proposal development experience.
  • Excellent writing skills and expertise in copyediting, and the ability to understand and communicate concepts in a compelling persuasive manner.
  • Strong work ethic and ability to juggle multiple deadlines.
  • Ability to work directly with internal clients and manage projects in collaboration with others.
  • Proficiency in Microsoft Office tools.
  • Flexibility to quickly adapt when “pop up’ and other high priority needs that cause priorities to change.
  • Experience working under pressure with deadlines is critical.

Hatcher is currently fully remote, with a flexible workplace policy. The preferred location is within reasonable commuting distance to any of our office locations in Bethesda, Baltimore, or Annapolis for occasional in-person collaboration.
