At Hatcher, we know that without planning and expertise, good intentions won’t go far, especially in the halls of power. We have years of experience achieving policy change by educating policymakers, inspiring activism, and helping our clients change hearts, minds, and behaviors.

We develop and execute communications and digital marketing plans on a range of legislative and policy issues. Our diverse, 60-person staff includes former congressional and Maryland General Assembly staffers; seasoned strategic communications, marketing, and public relations professionals; accomplished designers; digital media experts; and skilled video, radio, and event producers. Collaborating with an experienced marketing and communications partner with a winning track record is key to success.

Nationally, for more than a decade, we’ve led two powerful nonpartisan communications initiatives that focus on domestic policy: Tax Credits for Workers and Families, which works to promote tax credits for low wage workers at the state and federal level; and Spotlight on Poverty and Opportunity, which brings together diverse perspectives from the political, policy, advocacy, and foundation communities to find genuine solutions to the economic hardships confronting millions of Americans.

Here in our home state of Maryland, the 2022 General Assembly session is almost here, and many organizations have begun thinking through winning strategies, tactics, and outreach for campaigns addressing legislation to make our state an even better place to live and work. That’s where we come in. In Maryland, we’ve worked to ban toxic pesticides, created a path to help Maryland reach 100% renewable energy by 2040, increased cigarette taxes, and raised the minimum wage. Check out some of our work  from last year’s General Assembly session.

In 2021, Hatcher partnered with nonprofits, foundations, and coalitions to:

  • Build strategic communications campaigns.
  • Develop persuasive messages and train spokespeople.
  • Conduct media outreach, run press events, and write and place opinion pieces.
  • Create social media strategies, organic content, and partner toolkits across platforms.
  • Execute targeted online ad campaigns and email outreach.
  • Analyze social sentiment to track message relevancy within constituency groups.
  • Develop grassroots advocacy messaging, including online and print petitions.
  • Write and design compelling collateral materials, fact sheets, and graphics.
  • Organize lobby days, legislative briefings, and other in-person or virtual events.
  • Prepare testimony and remarks.
